Who We Are

Lechowicz & Tseng Municipal Consultants (L&T) is a women-owned firm founded by Alison Lechowicz (pronounced “la-ho-vitch”) and Catherine Tseng (pronounced “sang”).

Alison and Catherine have over 25 years combined experience in municipal consulting and public finance. Catherine Tseng has a background in urban planning and worked for a municipality before becoming a consultant. Alison Lechowicz has experience working for civil engineering and consulting firms and has a background in public administration.

Lechowicz & Tseng Municipal Consultants is located in the San Francisco Bay Area and we have completed assignments throughout California.

Alison Lechowicz

Alison Lechowicz has over 15 years of utility rate consulting experience. Her work history prior to L&T includes 7 years as Principal and Financial Analyst at Bartle Wells Associates and 3 years as Financial Analyst at Carollo Engineers. She has testified as an expert witness at the CA Public Utilities Commission in electric rate cases of Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric.

Ms. Lechowicz earned her Master of Public Administration from Columbia University and holds a Bachelor of Science from University of California, Berkeley.

Catherine Tseng

Catherine has over 15 years of consulting experience. Prior to founding L&T she served as Vice President at Bartle Wells Associates and spent 2 years working for the City of Oakland. Ms. Tseng specializes in utility rates, capacity charge, financing plans for public works projects, and Proposition 218 compliance.

She earned her Master of City Planning from Columbia University and holds a BA in Architecture from University of California, Berkeley.
